Barber, a renowned maritime security expert, will oversee Andrew International’s customer activities and spearhead service enhancements in order to facilitate the company’s continued growth in the vertical market. Barber will report directly to Ty Richmond, chief operating officer of Andrews International, and be based in Los Angeles. "Cliff’s maritime security experience and reputation will help focus our efforts, enhance our services and provide more expertise to our broadening maritime and port client-base, enabling us to set new benchmarks in this rapidly evolving market.” Barber possesses more than 22 years of experience in both public and private sector security, including two decades in law enforcement and nearly a dozen years in marine areas. Most recently as Chief Security Officer for a commercial satellite service at the port of Long Beach, Calif., Barber was responsible for physical security of the company’s port facility and all vessels. This role also entailed managing Technical Assistance Agreements and other U.S. State Department authorizations associated with International Traffic in Arms Regulations (ITAR), as well as enforcing the requirements of 33 CFR 105 and related federal and international port facility and ship security regulations. Barber participated in the development of the Maritime Security Risk Analysis Model Project, resulting in the creation of a module now used by the United States Coast Guard (USCG) to enhance security and reduce the risk of terrorism in U.S. ports and waterways. He was formerly a security inspector and chief investigator for one of the most prominent cruise lines in the industry, sailing to approximately 208 ports worldwide. In this capacity, Barber was responsible for ensuring security at ports and onboard vessels, as well as the safety of all passengers and crew members. Barber has 16 years of experience as a member of the United States Military and was a USCG Investigation/Enforcement Officer. He is a founding member of Sector Los Angeles/Long Beach USCG Fishing Vessel Task Force which, after 9/11, became known as the Sector Boarding Team Program, and involved the boarding of all arriving and departing vessels based on a threat matrix. Barber holds many certifications as a maritime safety expert including USCG designations for underwater accident and crime scene investigation, as well as International Ship & Port Facility Security (ISPS) certifications as a port and ship auditor.
